A new California law going into effect in 2022, known as the Garment Worker Protection Act, eliminates the piece rate compensation system for garment manufacturers. A piece rate system pays garment workers by the number of units produced. The Act will require workers be paid at least the minimum wage at an hourly rate. Piece rate systems historically facilitate wage theft and pressure workers into skipping rest breaks and other health and safety protections.
